First Source Agreement DPR enforces the city’s First Source Agreement requirements administered by the Department of Employment Services (DOES). The First Source Agreement ensures that projects over $100,000 in value give priority to District residents for newly created jobs. All beneficiaries of contractual agreements of $100,000 or more are required to utilize DOES as a first source of recruitment, referral and placement of employees.
