Gina Toppin serves as the agency's Chief of Staff. She has deep experience and expertise in city government, project management and operations. Gina has served the District government in various professional and management roles for more than ten years. Having spent the Mayor’s first term in the Office of Contracting and Procurement (OCP) as the Chief of Staff, she helped to manage the complexities of that office, and successfully developed and implemented new systems and programs, including providing a range of operational oversight, administrative, and customer service support for the agency headquarters and customer agencies.

Gina also served as the Chief of Staff for the Deputy Mayor for Education (DME) where she was responsible for strengthening and streamlining DME operations, and agency interactions, including serving as point for all educational cluster agency operations.

Prior to joining the District government, Gina worked in the private sector as a construction, renovation and relocation project manager for several non-profit organizations. She holds a bachelor’s degree in Human Development from Howard University, and a Master of Science in Project Management from The George Washington University. Gina is active in her community and participates in a variety of civic activities. ​
