The Statewide Comprehensive Outdoor Recreation Plan (SCORP) is a requirement of the National Parks Service’s Land and Water Conservation Fund (LWCF), and must be submitted to the National Park Service (NPS) to be eligible for LWCF grant dollars. The intent of the SCORP is to identify outdoor recreation priorities within the District and provide a framework and roadmap for how they will be addressed through LWCF funded projects.
In 2026, DPR completed its latest update to the SCORP and submitted it to the National Park Service to remain in compliance with the LWCF State Assistance grant program.
The SCORP identifies 14 key priorities to guide the selection of future LWCF outdoor recreation projects.
The key priorities include:
- Fulfill Community Needs Across All 8 Wards
- Community Engagement and Collaboration
- Resiliency
- Accessibility and Connectivity
- Site Enhancement and Maintenance
- Safety
- Inclusivity
- Diversity and Quantity of Recreational Experiences
- Identity and Culture
- Health
- Entrepreneurship and Economic Empowerment
- Education
- Nature and Conservation
- Interagency Collaboration
The SCORP also incorporates numerous strategies from existing citywide plans relevant to outdoor parks and recreation and unveils an updated Open Project Selection Process which provides additional details on how future LWCF projects will be identified and selected.
The priorities established in this SCORP align directly with actions outlined in DPR’s Ready2Play master plan, ensuring that future LWCF projects advance the plan’s goals.
